Support for ssl connection to destination DB with certificate

Destination DB may require a ssl certificate, the same way there is a ssl_ca param in matomo config, there should be IMO a --target-db-ssl-ca param

Thanks for suggesting this feature @parruc It's likely not a priority for us SSL for DB connection is rarely used but in case you are familiar with PHP feel free to create a PR and we would be happy to review. i'm not entirely sure but I think what would need to be done is:

• Accept more input options: https://github.com/matomo-org/plugin-Migration/blob/4.0.2/Commands/Migrate.php#L40
• Forward these options when creating the DB instance https://github.com/matomo-org/plugin-Migration/blob/4.0.2/Commands/Migrate.php#L120 (eg ssl_ca).
• Ideally add a new section "usage" with an example in https://github.com/matomo-org/plugin-Migration/tree/4.0.2#usage
