Reserving note names

Names can have multiple notes associated with them. When invoked through a regular viewing command, it chooses a random one from the notes associated with that name. However, this isn't always wanted behavior, and the option to reserve note names is necessary to prevent collision.

Use case: prevent members from creating a new note with the name "ligma" (a reference to a sexual pun embarrassment prank) so that if /post note:ligma is used, the note that calls this out as inappropriate is the only one that shows up, rather than newer notes with the same name that actually execute the prank. Current work-around is to regularly check for new notes with that name and delete them.
