[WebGPU] Chrome 133 mark maxInterStageShaderComponents limit as deprecated

• Mark the limit as deprecated on https://developer.mozilla.org/en-US/docs/Web/API/GPUSupportedLimits
• Check whether it is mentioned anywhere else (do a git grep)
• Think about whether it needs a BCD update. I don't think it does until it is actually removed (currently scheduled for Chrome 135)
