自行车是车是继承关系
小汽车和自行车；它们之间的关系为实现关系.使用带空心箭头的虚线表示；
但是怎么是虚线连接车,而不是小汽车和自行车之间连接

这句话应该是你理解错了, 自行车和车显然没有什么关系, 作者的意思应该是小汽车和自行车都是车的实现.
