We need a way to mark collections that are no longer actively producing content but that we are keeping in the archive for indexing purposes- this would be a "archived" or "dead source" boolean flag on each source.

Additionally, it would be useful to have an explicit indication that a specific feed has been 'backed off of' by the rss fetcher int he Source page.
