What feature do you want to improve?

The current release issue templates are centered around Medic being the release manager for the CHT.

Describe the improvement you'd like

The release templates should be updated from an angle in which any CHT Community Contributor could be a release manager/engineer. An eventual change could be the removal of the Medic Slack channels from the release steps.
