cht_image_tag must be populated manually

The comment on this values.yaml reads

This is filled in automatically, don't uncomment.

However, there are several issues if we don't populate this. Something like this:

Error: INSTALLATION FAILED: YAML parse error on cht-chart-4x/templates/api-deployment.yaml: error converting YAML to JSON: yaml: line 35: mapping values are not allowed in this context

If you populate that field manually to same value as chtversion this works.

Updating that, this issue is still persistent and we still need to populate chtversion manually. cc: @henokgetachew , @dianabarsan
