I've tried manually restarting Wingpanel during the upgrade after it crashes and run into issues causing it to not be restartable for a significant period during the upgrade.
Would it be a good idea to outright hide the desktop environment during the upgrade using something like the plymouth splash screen and a message? This would avoid the need to restart Wingpanel and might give the user a better experience by preventing accidental changes or restarts during the upgrade.
I had similar issue. I didn't watch the whole process so when I got back the other day I noticed a few errors at the end of the upgrade process... Then I've run sudo apt install --fix-broken, then sudo apt update and finally sudo apt upgrade.
At the end everything was fixed. 🙂

During the upgrade wingpanel is stopped several times. As a result, it is not visible at the end of the upgrade.
