Execution plan — current landing-page activation

Outcome: turn the already-live META landing page into the canonical, accessible cross-organ activation scoreboard without regressing the current public route.

Dependencies: exact base 327e42234d6ee6297fa39914c44bcd1a9e68e1f9; a canonical source for organ/repository activation states; stable links to the owning evidence; the existing GitHub Pages publication rail.

Ordered work packets

1. Define the scoreboard schema (organ, state, evidence URL, checked-at timestamp) and identify the canonical source for each displayed claim.
2. Implement the content pass on a branch: concise governance context, scoreboard, evidence links, last-updated provenance, responsive and keyboard-accessible markup.
3. Add deterministic validation for schema/HTML, internal and external links, and the existing landing route.
4. Review the rendered diff, then publish only through the repository's normal PR/Pages path.
