Add encode-picaxml

In context of lobid-organisation we get an pica binary dump and need to transform this to picaxml. But there seems to be no encode-picaxml.

Would be nice to include this.

I would have expected that we will process the dump with a different decoder (decode-pica?) instead of converting it to picaxml.

Nope, picaxml encoder is still a valid feature. Just the usecase is not urgent anymore.
