[Bug]: Using quotations in tooltip search

Steps to Reproduce the Bug

Using this with many mods in a modpack called Age of Fate
FORGE Version: 43.4.12
JEI Version: jei-1.19.2-forge-11.8.1.1034.jar

Utilizing the quotes to is not working when I'm searching a tooltip.
"oak lea" will pull up all oak leaves and nothing that isn't matching.
Pulling up #range will pull up anything with attack range and I can do the same with #attack #range
However, if I try to do #"4 attack range" it will show anything with a 4 anywhere in the tooltip and then attack and then range, all anywhere in the tooltip.
I've also tested this with #"Requires power" and it doesn't care for the spread of the words.

Is there any way to search that allows me to search for specific words in order within the tooltip?

Expected Behavior

Only pulling up items that have "4 Attack Range" and excluding items that have "4 Attack Damage 3 Attack Range"

Actual Behavior

Pulls up anything the same as if I typed 3 #attack #range
