Blog post about a conda-lock GitHub Actions workflow

Following up on work on conda/conda-lock, write a post about configuring GitHub Actions to separately check for "lockedness" and automatically push a commit that locks (when requested; I think this is important to avoid surprising contributors).

Would love to see this post at some point. I know you've put some thought into this at conda/conda-lock#479 and weiji14/conda-lock-refresh#5, and would love to see what comes out of it!
