Note the similar issue is similar, but not quite the same. That issue mentions it shouldn't be run elevated as admin (which can be seen in their logs), but mine is not run as admin (work machine)

@Crivens Please send a /bugreport we'll check if there is something broken in the .json file.
If you are blocked by this issue, you can delete the workspaces.json file. But note, that in that case you will loose all your workspaces and will have to re-create them.
We are sorry for the inconveniences. Best regards

Will do, but note that literally the file it's complaining about doesn't exist. Inside workspaces app it is loading, but explorer doesn't show the file existing (explorer set to show hidden files):-

On the original pic there is at least one workspace, which theoreticaly has to be stored in the workspaces.json file in the directory you were looking for it.
It might be that for some reason the json file has been deleted. As a sideeffect the tool should work normally (and you will have to re-create your workspaces - which would end up in re-creating the json file).

I'll try it, but note doing the PowerToys report bug option results in it saying it has, but the desktop showing it hasn't:-

Ok I deleted the original workspace. Note that even though the workspace file didn't exist where it said it should be (error on launch), it still loaded it fine.
Created a new workspace and saved it. Same error. Again the mentioned workspaces.json file does not exist in the directory it mentions in the error.
