Conflict turn red when I turn off PowerToys run with other setting changed. #41468

Steps to reproduce
GO to Setting page for PowerToys Run
a. Turn off the "Program" from the Plugins
b. Turn off PowerToys Run
✔️ Expected Behavior
Nothing special
❌ Actual Behavior
The shortcut of PowerToy runs show as "red" (Originally there is no conflict)
If I click somewhere and back, it is not in red.
