[BUG] No way to set target for apm update

Describe the bug

To Reproduce

1. Start with a .github copilot project that doesn't have a copilot instructions file.
2. Install packages
3. Update packages
4. See error

Expected behavior
Requiring a copilot instructions file to exist as an indicator of copilot presence is not reliable. But if it must be that way, any commands that infer a target chat client must also provide a --target option, which update currently doesn't have.

Environment (please complete the following information):

• APM Version: 0.13.0

We need that flag for the update command. In the meantime you can set targets in apm.yml as workaround
