User's need to create tools that reference environemnt variables .. AutoGen Studio should make that easy.

Current design propopsal

Add an environment variables tab in the settings page. Add UI for adding, modifying editing environment variables
Add a settings db table for persistence of of a SettingsConfig that can be persisted.
Add logic to load environemnt variables just before a team is run.
