Add ReadMe describing how to get and use this package

Can you please add a ReadMe to this repo that shows where to get the package from and a few samples of how to use it. I found the API Docs on MS Learn, but those also don't describe where to get the package from or how to use it, or what language it is for. Some basic info like this in this repo's ReadMe would go a very long way.
