Add support for Artifacts API

azure-devops-node-api version: 12.1.0

Issue Description

The various APIs under https://feeds.dev.azure.com/... and https://pkgs.dev.azure.com/... aren't supported by this package.

As they are publicly documented, I expect the official Node API client to also support them.

This is the same as #485, but I intend to keep this issue open until it's implemented.
