Is your feature request related to a problem? Please describe.
QnA Maker does not currently support versioning. That makes it hard for the E2E development cycle of production, development, testing.

Describe the solution you'd like
There is a discussion about adding this to QnA Maker APIs, but we can do it ourselves by using metadata. We would add a --version flag to the QnA maker operations which would add version=X to all of the utterances. We would also need to make sure that the QnA recognizer would include the versioning restriction.
