Description

As a cobalt developer, I'd like to measure CI build test failure / pass rate over time in Azure

Currently, our automated unit and integration tests are not published to TFS and in effect not captures in azure devops pipeline reporting.

Acceptance Criteria

Should publish all Cobalt unit and integration test results to TFS
