[FEATURE] Help me keep my fabric-cli updated

Use Case / Problem

I forgot to update to the latest version of the CLI

Proposed Solution

Similar to pip install, I could get a friendly reminded that there is a new version of the CLI and the command to upgrade.

To avoid annoying the user, this should only appear once per CLI session.
