docs: update scripts/README.md for new scripts/ci directory #3119

This push added scripts/ci/Resolve-WorkflowChangeRange.ps1 (with tests under scripts/tests/ci/). scripts/README.md was edited in the same push but its Directory Structure tree and Tests table do not list ci/. Neither README documents the script, which resolves an immutable workflow change range or selects full validation for pull_request, merge_group and workflow_dispatch events.
Expected Behavior
scripts/README.md should list ci/ in the Directory Structure tree and in the Tests table (scripts/tests/ci/). It should briefly describe Resolve-WorkflowChangeRange.ps1 and its parameters (EventName, BaseSha, HeadSha, PullRequestHeadSha, DefaultBranch, RepoRoot).
Steps to Reproduce
Compare scripts/README.md with ls scripts/ci on main after the latest push that added scripts/ci/Resolve-WorkflowChangeRange.ps1.
