Guidelines for Adding an Execution Provider to ONNX Runtime Upstream

We are developing an execution provider for our accelerator, which supports compilation on Linux and deployment on both Linux and Windows.

I would like to understand the guidelines, policies, and test suites required for integrating an execution provider into the ONNX Runtime upstream.
