Question about dnnl_provider_factory.h

I was looking into dnnl integration into onnxruntime. I can see there is a folder called onnxruntime/core/providers/dnnl/. However there is no file called dnnl_provider_factory.h in same folder.
However there are many files which includes below header file:
#include "core/providers/dnnl/dnnl_provider_factory.h"
e.g. onnxruntime/core/framework/provider_bridge_ort.cc.
Can anyone let me when how dnnl_provider_factory.h is generated and which function instantiates it?

header file is present in:
include/onnxruntime/core/providers/dnnl/
