[Loc] Multiple local task commands are saved in the list after running them

Brief Issue Summary

More info:
1. This issue is reproduced on previous and latest pre-release versions, so it's not a regression issue
2. Repro Language: All loc languages
3. Repro platform: Windows, Linux, Mac

Repro steps:
1. Download and unzip test 4.zip
2. Open it with VSCode and change the display language to CHS
3. Click F1 to run command "Tasks: Configure task"
4. Choose the command e.g., "CMake: Configure"
5. Change the language to English
6. Click F1 to run command "Tasks: Configure task"
7. Check for Chinese command lines in the list

Expected result:
Command lines run under Chinese environment will not appear in the list

Actual result:
All task Command lines run in Chinese environment appear in the list
