[Loc][Regression] The popup box in the bottom right corner of the page after Configure is not localized

More info:
1. This issue does not reproduced on CMake tools version 1.20.17(pre-release), so it is a regression issue
2. Repro Language: All loc languages
3. Repro platform: Windows, Linux, Mac

Repro steps:
1. Download and unzip test 4.zip
2. Open it with VSCode and change the display language to CHS
3. Open above project with VS Code.
4. Click F1 to run command "CMake: Configure"
5. Check if the popup box in the bottom right corner of the page is localized

Expected result:
The popup box in the bottom right corner of the page has been localized after configuration

Actual result:
The popup box in the bottom right corner of the page is not localized after configuration
