Cmake tools do not support utf-8

Brief Issue Summary

Enabling UTF-8 resulted in VSCode+MSVC being unable to generate makefiles using the cmake tools plugin. It will constantly prompt errors, and if debug mode is enabled, it will enter a dead loop. But disabling UTF-8 eliminates this issue, which is not present on other computers

Hi @MupperARS , thanks for reporting issue.
As the description above, your issue only occurs on a specific machine, it doesn't on other computers, is it right?
Now that, could you please try clear the CMake cache and reconfigure the build? if this is not resolve your issue, please provide more info for us? detailed repro steps video, minim repro project...
