Brief Issue Summary

More info:

This issue is reproduced on the previous CMake Tools version 1.3.0, so it is not a regression issue
This issue is reproduced on Windows, Linux and Mac platforms

Repro steps:

Download this folder Test.zip and open it with VSCode
Click F1 to run command "CMake: configure"
Open CMake page and press the tab key on this page
Check that the tooltip is displayed in the correct place

Expected result:
The tooltip is displayed in the correct position. (Tooltips are displayed directly below the buttons)

Actual result:
The tooltip is not displayed in the correct position.
