Forcing uninstall and re-install of the chat plugin inside WSL seems to resolve it, but that shouldn't be needed

Thanks for the report and the WSL environment details. This is covered by #299322, which includes the same VS Code 1.111.0/Copilot Chat 0.39.0 failure and WSL-side reinstall workaround.
