Show the Agent SDK download chat notification for Claude and Codex whenever an SDK download needs to be offered, not only as part of signed-out account setup.
Expected behavior
- Offer the download when the agent reports that its SDK is not downloaded, regardless of GitHub sign-in, entitlement readiness, the signed-out experiment, or existing models.
- Keep the notification scoped to the relevant agent and retain an explicit Download action.
- Avoid repeat prompts while a download is requested or in progress, after the SDK is ready, or when remembered download-on-use consent makes another prompt unnecessary.
