Adding user custom value to the control list

1. Is it possible to add the user created custom value to the control list automatically so that it can be reused in the future?
2. If you need to change the control value, all items tagged as the previous version will have to retagged? Instead of that value bing updated?

I am also interested in this feature, indirectly.

In my case, I have a field which is mostly user entered values without any predefined values being required.
I want all user entered values to be reusable hence auto-filled in the multi select control as I already have hundreds of values which most likely won't be possible to predefine as values due to their length.
It would be awesome if latest used values would appear on top as in TOP 35 DESC createddatetime kind of magic ;)

Can we get an update on this one by chance?

Adding to the previous ideas: exporting/importing all available options into a (e.g.) csv would be great to load some initial values
