Can't build valid extension from master branch

I tried to build the extension from master branch.
But the result vsix didn't contain the necessary files, which are in the official vsix (downloaded from market).
And therefor it didn't work when I uploaded to azure devops.

I built the dev and release version either.
I used node 18.16.1 and 20.8.1.

And the vss-extension.json is missing from the repository.
