[wslg-1.0.71 regression] task manager icons are displayed as penguin

Steps to reproduce:

Hi,

Regression of upgrading wsl from 2.6.1 to 2.6.2.

Icons in taskbar are penguin instead of the application ones:

WSL logs:

stderr.log

WSL dumps:

No response

Expected behavior:

Applications' icons should be visible in taskbar with a little penguin.

Actual behavior:

All applications' icons appears as big penguin with little penguin as the application icon is unknown.

This is related to #1388 and is a problem with WSL 2.6.2.0. When reinstalling WSL 2.6.1.0 and manually upgrading WSLg to 1.0.71 it still works fine.
