Following Reconcile scenarios should be covered via the NAR integration tests:

Create or Update call on NAR object
NAR status phase updates
- Backing off
- New
- Accepted
- Completed
NAR conditions update, coupled with appropriate phases
Validation failures
Full Reconcile of NAR object involving all the NAR controller tasks
