Providers can log in to manage users and are presented with options that are not changeable by them

They are unable to change provider type yet the system will allow them to update it and not present them with errors if they commit.

This also caused issues for the current team, see #2536 for details.

This is still an issue even after improvements and migration to govuk formbuilder
