Inconsitent agent selection on manual command

Describe the bug
When sending a "Manual Command" during an operation, the selected agents is not sent to the backend

To Reproduce
Steps to reproduce the behavior:

1. Create two different agents, Agent A and Agent B
2. Create an operation with No Adversary (manual) Adversary
3. Send a Manual Command , ls to Agent A
   3.1. Observe success status with correct output from Agent A
4. Send a Manual Command , ls to Agent B
   4.1. Observe success status with incorrect output again from Agent A

Expected behavior
Correct "distribution" of command to selected agents
