Clean up code from TF-GAN examples on next release

The current implementation of sagan in G2G directly uses a TFGAN example, which sould ultimately be shipped with TFGAN itself, but it's not yet the case.
So at the next release of tfgan, we should get rid of functions in layers/spectral_ops and layers/common_layers that we can directly import from tfgan
