Use "good first issue" label on issues and add to contributing documentation #169

Tagging issues with good first issue will populate the repo contribute page with issues help make it easier to find for new contributors and also be highlighted by Github.

Github docs for encouraging helpful contributions with labels

We already have the good first issue Good for newcomers label set up so this would involve identifying open issues that would fit under the label and adding a reference in Contribution workflow on both how to filter by the label and attach it when opening an issue. This could also be extended in the future to apply to other labels like feature or bug

@sharellb this is a wonderful idea! We may also want to "invent" some "good first issues" for the purpose of encouraging new contributors! Perhaps we can brainstorm ideas in one of our meetings or feel free to propose ideas!
