In the available systems definition of inference policies, here is the snippet of the definition

"Available systems must use an Available software stack. A software stack consists of the set of software components that substantially determine ML performance but are not in the uploaded source code."

Would like to get some clarification on what constitutes "substantially" in the above paragraph.
