the course creation workflow does include a function to populate each new repo with our own standard set of labels, however this function had a bug in it for a while and has been fixed. While the root cause has been fixed, the repos created while there was a bug in the label setup function still do not have labels, so I will leave this ticket open to track that complimentary goal towards final resolution
