Sharpen shims - should they be internal?

Should Sharpen shims be internal? How do we deal with multiple projects relying on different versions of the shims?

I had this issue before. I think that we need to release Sharpen.Runtime as a nuget package, and not make them internal. Also, a lot of shims are missing, and I had to implement my own.
