feat: ValidateOpt to allow invalid FileCreationDate/Time

What were you trying to do?
Having a FileCreationDate/Time of all zero's causes validation to fail.

What did you expect to see?
A ValidateOpt option to allow this field to be invalid.

@zbruhnke and I discovered the ACH file was invalid so the file creation date/time was in the wrong location. I'm going to leave this issue open so folks can comment if it's a needed feature, but removing it from the v1.19 milestone.
