chore(release): v0.29.1

Bump to v0.29.1, releasing the marketplace-refresh fix (#328).

Patch, and the first release in this series that changes no surface: `plugin
install` now refreshes the marketplace instead of only adding it, so installing
a plugin added since the last time you touched this marketplace stops failing
with "not found in any marketplace".

Worth releasing on its own rather than waiting: the bug's blast radius is
everyone who already installed a plugin from this marketplace, and the two
releases it broke — crypto in v0.27.0, stocks in v0.29.0 — are the ones people
are being told to install right now.
