Performance measurement added to Core Ping

Consider adding perf measurement data to Core Ping.
This will use the server backend histogram measurement type.

Measurements need a defined number of buckets and the range of each bucket.
The counts for each bucket will be reported as a list. I assume zero is reported as the placeholder for empty buckets in the list.
