Use spmbleu in addition to bleu

For highly inflecting languages or otherwise uncommon languages that are not easy to tokenise, it might be better not to use BLEU or at least use BLEU on subwords (spmbleu, it is supported by sacrebleu). It’s a bit cheating for NLLB because sacrebleu uses their sp-models, but that's OK.
