A resolution was made for csswg-drafts/#11198.

[css-overflow-5] Active marker in 2d scroller?

RESOLVED: For a 2D scroller, we will define an algorithm that uses a primary direction that defaults to the block axis

To file a bug automatically for these resolutions, add the bug label to the issue.

If no bug is needed, the issue can be closed.
