Following the steps from the Eclipse bug: https://bugs.eclipse.org/bugs/show_bug.cgi?id=378857, we are not sending an onToggleBreakpoint event when the breakpoint is restored in FB.

We should investigate to see if we are actually getting a call-back from FB that the breakpoint has been restored, or if we are completely missing it.
