Test vectors needed for Base45 #124

As per #123, it would be good to update the test vectors in https://github.com/multiformats/multibase/tree/master/tests to include the new R.
I think this would take someone implementing this first and submitting results from their implementation and then having a second implementation confirm it. I'd like to find time to do it for the js-multiformats library, it should be straightforward, but I can't promising timing. Happy to collaborate with another implementer though and we can cross-check each other's work.
