I was running in the wrong folder but still same result after running in right folder:

Due to limited access rights, I am unable to push my changes to main clang-tidy repo: Due to this, my repo is unable to add clang as sub-module. So that is why this error is being generated. |
Can you think of a way to overcome this problem? i.e., have the clang repo as a submodule but at the same time be able to push your changes to it. |
