Add request quality score

We deal with lots of poor use of the service (#6402), so being able to quantify that in some way would help identify misuse, and establish what mechanisms reduce it.

Some examples from @RichardTaylor:

Reduce score:

• Request being hidden/requester_only/backpage as not_foi, personal correspondence, etc
• Individual pieces of correspondence being hidden
• Having censor rules attached
• Extremely lengthy correspondence?
• Poor terms (profanity, etc)

Increase score:

• Having annotations
• Citations
• Incoming links & traffic (though we tend to see high traffic to misuse)

Could also incorporate manual identification (#6253, #6254) into this score.

Could reduce search prominence of content with a low quality score.

Would have to consider the Right to Object and Right to Restrict Processing.

• Request made by trusted user. Partner, collaborator, staff, volunteer etc.

Reduce score:

• User is suspended
